Leadership Magazine is published by Christianity Today International. Their audience is pastors and church leaders. Here's what Mary Keeley, Editorial Coordinator for the publication has to say about their needs:

"We publish articles that provide practical help for problems church leaders face, not essays expounding on a topic, editorials arguing a position, or homilies explaining biblical principles. This should give you an idea of the cartoons we look for to include in our print magazine.

We accept submissions in either hard copy or electronic form. However, if you want unpurchased hard copies returned to you, you must include a postage-paid envelope with your submission. Mail hard copies to my attention. Email electronic submissions to me."
Here's a book you can buy which contains some of the best cartoons from Leadership Magazine:

I don't know what they pay but it should be pretty good. They are published by the same company that publishes Christianity Today and Christianity Today is reported to pay $150 per cartoon. Their website is: http://www.LeadershipJournal.net
