(The key operating word here is "unsolicited". You might try writing a short email asking for permission to submit cartoons by email or to send links where they may view cartoons. Your best bet, though, would probably be to mail cartoons to them.)

You should try to read a copy of their magazine before you submit in order to understand better what they want.
